I have not done that recently, but at least just a few years ago, that still was the case and likely still is. Users could download the 64-bit edition of the OS and install it using their 32-bit XP license key. The 圆4 OS was first introduced as a later edition of Windows XP. Therefore, expect to see the Program Files (x86) folder for no telling how long. Microsoft's concept was that there would not be a lot of continued development of 32-bit programs, and eventually the Program Files (x86) folder could be phased out. When the 64-bit OS came out, it took over the "Program Files" folder and introduced the "Program Files (x86)" folder for 32-bit programs.
